No big deal if merely a small food shop, e.g. selling fish and chips. Some Yugoslav kitchen personnel in Koolan Island did this. Started as kitchen aide, learned the basic abc of cooking and bought houses in Perth for investment. Eventually, left for Perth, secured a shop space in a suburb and lived upstairs.
No different from Cebu City when I was a kid. The original Rosita's Bazaar in downtown Borromeo St had its owner living upstairs. Children were my schoolmates in SHS-AdC.
That practice disappeared when the malls took over. But, not so long ago, heard resurrected in new subdivisions opened. Some houses are designed high-set. I.e., ground floor is a shop space and the occupants live upstairs.
